Meu caro Henrique:
Parabéns pelas tuas intervenções na Convenção. É assim mesmo.
Fiquei contente por teres “encantado” o meu Companheiro Abel Silva. Aliás é teu costume. Em Cuiabá na visita ao Pantanal, também foi o teu saber que deixou encantados os meus amigos e não incluo a Jovita, porque essa já te conhece há muitos anos, mas nem por isso deixou de registar a tua inata simpatia.

Este Companheiro Abel Silva esteve desde a sua Fundação ligado à CIP Portugal/ Espanha. Nos primeiros tempos até foi Presidente de uma das Comissões. Manteve-se como Delegado do Rotary Club de Guimarães. É ele que está empenhado em que no ano de 2012, ano em que Guimarães é a Capital Europeia da Cultura, se realize aqui um Plenário da CIP P/Espanha. Não sei se a tua Coordenação chega até, mas seria interessante dar andamento a este evento.

Sei que o Companheiro Joaquim Matos Fernandes, Vice-Presidente, já apresentou o assunto oficialmente, mas como sabes melhor do que eu a CIP, como CIP, não tem funcionado. Quem sabe se este trabalho poderá relançar a mesma? Não acredito, mas Apoio com todo o interesse como é evidente.

O Abel vai a todas as Convenções, pois para além de gostar muito de ir, tem a sorte de que sua Mulher também gosta e para além do mais tem tempo pois auto - reformou-se há 2 ou 3 anos e graças a Deus o dinheirinho vai chegando para estas coisas e sobrando para ser, neste momento, o único Mecenas que temos no RCG, principalmente no que respeita a Museus.

E mais nada de momento. Não me esqueci da nossa reunião, mas a culpa agora é minha, pois entre consultas médicas, análises e ida para a Póvoa, não tenho tempo nem para me coçar. Mas ainda tenho para não me esquecer de ti e para te enviar um grande abraço.

AS CIP EM ALTA VELOCIDADE

Começou no Porto a 8 de Julho, no Hotel Ipanema, promovida pelo RC Porto Foz com o empenho dos companheiros Manuel Cardoso e Cecília Sequeira, a série de reuniões locais dos integrantes das CIP (para obstar a grandes deslocações dos participantes) com o Coordenador Nacional Henrique Pinto. Seguir-se-ão com igual propósito reuniões em Algarve, Lisboa, Leiria e Coimbra, para já.

Durante mais de duas horas foi, primeiro, passada uma das apresentações da Reunião Plenária de Marinha Grande, e depois, discutidos com entusiasmo os seguintes pontos: constituição das secções parceiras de cada CIP no segundo país, para as situações em que tal ainda não ocorreu, como um imperativo; homologação das CIP; incentivo ao fortalecimento dos laços com todos os clubes de contacto de cada clube, remoçando-se alguns, alimentando outros e criando alguns mais.
Além disso observaram-se os Objectivos Específicos das CIP e acções muito particulares, designadamente: estabelecimento de projectos país a país e em países terceiros; levantamento dos projectos de cooperação em curso, através dos clubes, com os congéneres dos países de língua Portuguesa, porquanto não há um conhecimento real dessa situação (os governadores de RI imediatamente anteriores, Manuel Cordeiro e Mário Rebelo, são elemento chave nesta questão), porquantro tal é um obstáculo a uma cooperação mais efectiva; discussão do Projecto de Cooperação através de várias CIP/ICC em simultâneo (conforme apresentação em Montreal, Canadá); preparação da Reunião Internacional CIP em Portugal em 2010 e Reuniões internacionais de diferentes CIP, nomeadamente Guiné-Bissau (preito a Carlos Lança) e Espanha (Guimarães 2012, Capital Europeia da Cultura).

Fez-se ainda a apreciação do trabalho das CIP Moçambique, Guiné-Bissau e Cabo Verde (a colaboração com a Associação Saúde em Português, a Universidade de Coimbra e a Cabo Verde Telecom na instalação do Projecto Telemedicina no arquipélago, um feito notável), e a dos Rotary Clubes de Viana do Castelo (Cacheu, Guiné Bissau) e o Projecto «Escolinhas» (Matola, Moçambique), de Vila Real. Perspectivou-se a colaboração de cada CIP com projectos de outras entidades.
A companheira Cecília ficou responsável pela coordenação do material a incluir numa Newsletter mensal, que por sua vez ajudará a alimentar o Blog  CIPICCPORTUGAL.blogspot.com  das CIP.

WE FOLLOW OUR HISTORY

The Beatles sang in the sixties «we follow the sun». In what concerns to the Inter Country Committees in Portugal we can say «we follow our history».

 

We received in last year the whole help from our European peers in this committee to built again the Portuguese ICC and enlarge the scope of our relations. We have now 22 ICC vs. 14 we had when we met in Birmingham. And we hope to create 10 more till the end of this year.

In Aracaju, Brazil, I was the main speaker in the Rotary Institute Plenary Session, presided by President Jonathan Majiagbe. There, with the statement «My country is the Portuguese Language», a verse from our great writer Fernando Pessoa, I launched the idea for the strongest cooperation between Portugal, Brazil and Africa, that was promptly accepted and strongly helped by the great Rotarian, the fabulous man, Eduardo Pimentel, the San Paolo Rotarians Foundation Chairman.

Three ideas are in the basis of this ICC revitalized growing process in Portugal now.
Firstly, we were and we still are a country of immigrants. And we also receive now lots of immigrants from Eastern Europe, Africa and Brazil.

Secondly, we greet with both hands the Örsçelik Balkan Strasbourg statement, also presented here, as for «Peace in the Mediterranean». Thirdly, following our history, we are in Africa since the 15th century and we are in South America (Brazil, Argentina, Uruguay, and Venezuela) since the 16th century and in USA before the independence of this country in the 18th century.

So, we are establishing or are already completed now the processes for new ICC with European countries like United Kingdom and Switzerland, and most of the countries around the Mediterranean, including those close to the Black Sea, we have ICC with all the Portuguese Language Speaking countries in Africa and South Africa (where live today about 750,000 Portuguese immigrants), with Argentina (as was confirmed by Celia Giay five minutes ago) and USA.

We thank you for the whole help and sure that we are contributing a lot to this process of ICC enlargement through the world. Although many people cannot understand it yet as I believe, Rotary is a great and strong ICC.

MULTIPLE INTER COUNTRY COMMITTEES APPROACH AND «REACH OUT TO AFRICA»

The inter country committees (ICC) are a structure in Rotary International not very well known yet, which is growing too fast across the world. They make real the creation of a section in each of two countries (The ICC). Each country section puts together a more or less large number of Rotary clubs in both countries, which will become twin clubs. Then, as an example, the ICC France - Unites States or

Portugal - United Kingdom, for instance, associated or not with other ICC, representing more and more Rotary clubs involved, can support one or more developing projects in each of these countries, or, not less important, in a third region.

It's here that appears «Reach out to Africa» (ROTA). As you can easily realize, theoretically, it is possible to implement growing projects, gathering most of the spread and small projects in the same field or area, in literacy, health and hunger or safe water, because Rotarians and clubs can work in a larger scale.

The Rotary clubs in Portugal have built ICC with almost all the European and North and South American countries or districts. They did it also with Africa, mainly with Portuguese language speaking countries. The Portuguese are starting this process of enlargement of the ways to support large projects, together with other ICC.

This cooperation was started with Portuguese clubs with two kinds of projects in Guinea Bissau, the poorest country in the world for the time being. The 3-H grant supported by the TRF - which allowed the Rotary Club of Viana do Castelo in association with RC of Cacheu, to develop in Guinea Bissau the transformation of maternity and child health services in the old hospital, and to adequate all basic schools, is now complimented by the ICC Portugal Guinea-Bissau. Now the multiple ICC approach is starting to create literacy addressing about 200'000 people in this country for the next four years, through the CLE method.

A similar project named tenderly «Escolinhas», started in Mozambique through the Portuguese Rotary Club of Vila Real,in cooperation with Rotary Club Matola, with a matching grant supporting the whole basic school networking. This project will soon be complemented by the multiple European ICC cooperation with Portugal-Mozambique ICC, developping literacy for about 20'000 people in the near future.

A third kind of multiple ICC cooperation started directly through the Portugal - Cape Verde ICC support to a Portuguese NGO «Saúde em Português» (Health in Portuguese) and the Coimbra University hospital. It aims to install the whole process of telemedicine in San Vincente Island. This project will soon cover the nine islands of the territory supported by other ICC in Europe.

Also for literacy it is possible now through ICC cooperation such important innovative health devices for a large and spread population of one million. This is the reason to emphasize the role of multiple ICC cooperation with ROTA, enlarging the scale and achieving a higher quality level of the Clubs projects support and effectiveness.
